I agree that it is rude to stare, and the prejudice exists out there for many people, including those with tattoos. My boyfriend has several tattoos, although I do not have any. I think it's a personal choice, and while you may not do it to get noticed, some people do. I think the stigmas attached to women with tattoos are, like any other stigma, deeply rooted in society's subconscious, and with time, those ideas will evolve and change... But it will take time!
